Do Bathrooms Legally Need Extractor Fans?
Bathroom extractor fans play an important role in removing steam, condensation and airborne moisture before they spread through a property.
However, whether a bathroom legally requires an extractor fan is not always answered by a simple yes or no. The requirements depend on the age of the property, whether a new bathroom is being created, what building work is taking place and whether the existing ventilation is adequate.
For homeowners and landlords in England, the main requirements are contained within Part F of the Building Regulations and its accompanying ventilation guidance.
The Short Answer
New bathrooms and newly created wet rooms generally need effective extract ventilation to satisfy Part F of the Building Regulations.
In most domestic installations, this is achieved using a mechanical extractor fan. However, the legal requirement is for adequate ventilation rather than for one particular make or type of fan in every possible situation.
An older bathroom is not automatically unlawful simply because it does not contain an extractor fan. Different considerations apply when an existing bathroom is refurbished, an existing fan is replaced or inadequate ventilation is contributing to condensation, damp or mould.
What Does Part F of the Building Regulations Require?
Part F requires adequate means of ventilation to be provided for people within a building.
The supporting guidance explains that ventilation should remove water vapour and indoor pollutants from areas where they are produced in significant quantities—including bathrooms—before they spread through the rest of the property.

The current guidance for dwellings in England states that intermittent extractor fans should be fitted in wet rooms. Bathrooms are classed as wet rooms because bathing and showering produce significant amounts of airborne moisture.
For an intermittent bathroom extractor fan, the guidance specifies a minimum extract rate of 15 litres per second.
Different requirements apply to continuous-running ventilation systems. The correct solution therefore depends on the property, the type of fan and the overall ventilation design.
The regulations establish the required outcome, while Approved Document F provides recognised guidance on how compliance may be demonstrated. Alternative solutions may be possible where they can be shown to provide adequate ventilation.

Does a New Bathroom Need an Extractor Fan?
Where a new bathroom or wet room is added to an existing home, suitable extract ventilation should be provided.
Approved Document F allows this to be achieved through systems including:
- Intermittent mechanical extraction.
- Continuous mechanical extraction.
- A suitable single-room heat-recovery ventilator.
- Another properly designed solution that satisfies the ventilation requirements.
For most domestic bathrooms, a correctly selected and installed extractor fan is the simplest method of providing the necessary extraction.
The fan should discharge moist air safely to the outside. It should not release damp air into a loft, ceiling void, wall cavity or another internal part of the building.
Where intermittent extraction is installed in a newly added bathroom, the guidance also considers background ventilation and the movement of replacement air through the property.
An extractor fan cannot perform properly if sufficient replacement air cannot enter the bathroom. This is why door undercuts, background ventilators and the wider ventilation arrangement may need to be assessed.
Does an Existing Bathroom Have to Be Retrofitted With a Fan?
Not necessarily.
An existing bathroom is not automatically required to have an extractor fan installed solely because modern guidance recommends mechanical extraction for new wet rooms.
Approved Document F makes an important distinction for bathroom refurbishment work.
Where building work is carried out in an existing bathroom:
- Any existing extractor fan should be retained or replaced.
- Existing ventilation equipment should be checked to confirm that it operates correctly.
- If the original bathroom had no ventilation system, the guidance says it is not automatically necessary to provide one during a straightforward refurbishment.
- Additional ventilation may still be required if the refurbishment would make the property less compliant than it was before the work.
For example, replacing older draughty windows with more airtight units, sealing existing ventilation openings or significantly altering the room could reduce natural airflow and create a need for additional ventilation.
Even where installation is not automatically required as part of the refurbishment, fitting an extractor fan may still be strongly recommended if the bathroom experiences condensation, damp or mould.
Is an Openable Bathroom Window Enough?
An openable window can provide useful purge ventilation, but it does not always provide consistent or effective moisture extraction.
Its effectiveness depends on the occupier opening it for long enough after bathing or showering. This may be impractical during cold weather or where security, noise and privacy are concerns.
A window also cannot respond automatically when humidity increases or continue extracting moisture after somebody leaves the bathroom.
For new bathrooms and relevant building work, an openable window should not automatically be assumed to replace the extract-ventilation requirements. The complete ventilation arrangement must be assessed against Part F.
A mechanical extractor fan normally provides a more reliable method of removing moisture directly from the bathroom.
Do Rental Properties Legally Need Bathroom Extractor Fans?
There is not a single blanket rule stating that every existing rented bathroom must contain the same type of extractor fan.
However, landlords have responsibilities concerning the condition, safety and habitability of their properties. Inadequate ventilation should not be ignored where it contributes to condensation, damp, mould or damage to the building.
Government guidance for rented housing providers states that bathrooms should have ventilation systems that are operational and sufficiently powerful to remove moisture produced by bathing and showering.
Where ventilation is inadequate, landlords should investigate whether an existing system needs to be serviced, repaired or replaced—or whether a suitable new ventilation system should be installed.
The guidance also identifies humidity-controlled fans and fans with timer-overrun functions as options that landlords may consider.

What Type of Bathroom Extractor Fan Should Be Installed?
The appropriate fan depends on the bathroom layout, duct route, available wiring and the wider ventilation requirements of the property.
Common options include the following.
Timer-Overrun Fans
A timer fan normally starts when the bathroom light or another control is operated and continues running for a preset period after the room has been vacated.
Where an intermittent extractor fan serves a bathroom without an openable window, Approved Document F guidance states that its controls should continue operating the fan for at least 15 minutes after the room is vacated.
Humidity-Controlled Fans
A humidity-controlled fan detects increasing levels of moisture in the air and operates or increases its extraction rate automatically.
This can be particularly useful in rental properties because operation does not depend entirely on the occupier remembering to switch the fan on.
Continuous-Running Fans
A continuous-running fan operates constantly at a quiet, low trickle speed. It then increases to a higher boost rate when additional extraction is required.
Continuous ventilation can provide more consistent control of moisture and indoor air quality and is increasingly common in modern properties.

Inline Extractor Fans
An inline fan is normally installed remotely within a loft or ceiling space and connected to the bathroom through ducting.
These fans can provide stronger extraction for longer duct runs. They may also operate more quietly within the bathroom because the fan motor is positioned away from the room.

Does a Bathroom Fan Have to Extract Outside?
Yes. Moist bathroom air should be discharged safely outside the building.
A bathroom extractor fan should not terminate into:
- A loft.
- A ceiling void.
- A wall cavity.
- A cupboard.
- Another room.
- An enclosed communal space.
Releasing warm, moist air into a loft or internal void can cause condensation on colder surfaces.
Over time, this may contribute to mould, damp insulation, damaged timbers and deterioration of the building fabric.
The complete duct route should therefore be checked when installing or replacing a bathroom extractor fan.
Restricted, crushed, disconnected or excessively long ducting can significantly reduce the fan’s performance. A fan may sound as though it is running normally while providing very little effective extraction.
Can Any Electrician Install a Bathroom Extractor Fan?
Electrical work in bathrooms requires careful consideration because bathrooms contain water and are divided into specific electrical zones.
The installer must consider:
- The proposed position of the fan.
- The fan’s IP rating.
- The bathroom electrical zones.
- RCD protection.
- The method of isolation.

What If Condensation Affects the Whole Property?
A bathroom extractor fan primarily deals with moisture produced within the bathroom.
If condensation and mould affect several rooms, the property may require a wider ventilation assessment.
Potential contributing factors include:
- Inadequate background ventilation.
- Blocked or closed trickle vents.
- Insufficient heating.
- Defective extractor fans.
- Poorly designed ducting.
- Increased airtightness following refurbishment.
- Cold surfaces or building defects.
- Insufficient whole-property ventilation.
- Plumbing or structural leaks.
Positive Input Ventilation may be suitable for certain properties, but the property and existing ventilation should be assessed correctly before a system is recommended.

When Should a Bathroom Extractor Fan Be Replaced?
A bathroom fan may require replacement if:
- It no longer operates.
- It runs but does not remove steam effectively.
- It has become unusually noisy.
- It vibrates or rattles.
- The timer no longer operates correctly.
- Its humidity sensor has become unreliable.
- There are signs of overheating or burning.
- Water has entered the fan.
- Its front cover or enclosure is damaged.
- It is unsuitable for the existing duct length.
- It does not have the necessary IP rating for its position.
- It discharges into a loft or internal void.
- Its measured airflow is inadequate.
A fan that appears to operate may still provide very little extraction.
The fan, ductwork, external grille, controls and available replacement airflow should all be considered before deciding whether adjustment, repair or replacement is appropriate.
Signs That Your Bathroom Has Inadequate Ventilation
Possible indications of inadequate bathroom ventilation include:
- Condensation remaining on windows and mirrors for extended periods.
- Black mould developing around ceilings, windows or sealants.
- Peeling paint or wallpaper.
- Damp patches.
- Musty odours.
- Towels remaining damp.
- Excessive moisture spreading into adjoining rooms.
- Water collecting on walls or ceilings.

Should a Bathroom Fan Run With the Light?
Many bathroom fans are activated with the light, but this is not the only available arrangement.
A fan may be controlled using:
- The bathroom light switch.
- A separate switch.
- A pull cord.
- A humidity sensor.
- A presence sensor.
- A continuous low-speed setting.
- A separate boost control.
The best arrangement depends on the property and how the bathroom is used.
Linking the fan to the light can help ensure that it operates when the room is occupied. However, a humidity-controlled or continuous-running fan may provide more reliable moisture control because it can respond even when the light is not being used.
How Long Should a Bathroom Fan Continue Running?
A timer-overrun fan commonly continues operating after the bathroom light has been switched off.
The appropriate operating period depends on the fan, the bathroom and the ventilation design.
Approved Document F guidance states that where an intermittent extract fan serves a room without an openable window, its controls should continue operating the fan for at least 15 minutes after the room is vacated.
A fan running after the light has been switched off is therefore not necessarily defective.
However, a fan that suddenly changes behaviour, remains at full speed for hours or never responds to its controls may need adjustment or electrical investigation.
